Councils that treat smokers and vapers the same are breaking the law, a new report claims. Belfast, Chiltern and South Bucks let staff vape at their desks because they have no policy about it yet. There are now 2.8 million vapers in the UK who use e-cigs to quit smoking or cut down on tobacco.
