The good news is that a growing number of cities are stepping up to solve major global challenges. Mayors are forging networks within and across international boundaries to address shared problems. The United Nations Security Council and General Assembly are no help, focused as they are on member states rather than cities.

When she and I, as well as a couple of other students were in a study room together, I looked her way when I asked a question, then when she didn't respond or look at me, I looked at the other person who helped me out.

She wouldn't look up and make eye contact or acknowledge me.

The last few times I spoke to this girl, I was addressing a couple of others who were also in her direction.
